Wishing to address the changing outlook of the Klan due to increased membership. Because they did not foresee this many members to enroll, the Klan has shifted from being a sectional organization to a national one. Apparently many members have been receiving letters from Dr. C. Lewis Fowler, who is attempting to seize control of the Klan, but ultimately failed and now "banished in Canada and also in the United States". On the second day of their recent Klonvocation, Fowler visited Headquarters and took "supplies", so they changed the locks and keys. Makes mention that, according to an auditor's report, Fowler received funds in 1925 in the amount of %5, 785, $390.03 in travelling expenses, and an additional $368.72 advanced to him, as well as some $3,670.000 and another $11145.16 for expenses in 1926. Also, Fowler and Jos. Ballons collected money that was never handed over to the Treasurer, he stole their official stamp design, and claims that Mrs. Ballons is leader of the Ladies of the Ku Klux Klan of Kanada despite it actually being Mrs. Lydia Barrett. The bulletin goes on to talk about his other allegations, such as his stealing official records from headquarters, not returning the "Second Order" upon his forced resignation, and spreads slander.
