J.P. Milliner and Company was situated at the "sign of the Broad Axe", Dickson's Block on Princess Street, Kingston, Ontario. Manufacturers of axes, blacksmiths' and carpenters' tools, and butchers' cleavers, J.P. Milliner also had a substantial contract with the Provincial Penitentiary, supplying tools for convict labour. The company imported many of their raw materials from the United States and England, manufactured their goods in Kingston and exported their finished products to customers in Ontario, Quebec and the U.S.A.. Much of their work was made to order and the company seems to have maintained a high standard of quality. The Kingston Directories show no entry for J.P. Milliner and Company after 1860; therefore it is assumed that the company changed location or went out of business at this point despite the fact that the company seems to have enjoyed a well-established reputation and to have prospered within the community and the colonies.

Joyceville Institution is located in Kingston, Ontario approximately 20 kilometres north-east of Kingston, Ontario. Joyceville Institution was originally constructed in 1959. Directly adjacent to this facility, and on the same reserve land, was Pittsburgh Institution, a minimum-security facility originally constructed in 1963.

In December of 2012, in order to accommodate the closing of Kingston Penitentiary, Joyceville Institution became home to the Ontario Region’s Assessment and Temporary Detention Unit. On April 1, 2014, Pittsburgh Institution was amalgamated with Joyceville Institution and the entire site was clustered into a single site that is now known as Joyceville Institution. The Joyceville Institution cluster now houses a minimum-security site, the Regional Assessment Unit, as well as the Regional Temporary Detention Unit.

Joyceville Institution is a clustered facility with a minimum security site based on a residential design model consisting of small group accommodation houses and a reception/temporary detention site based on a linear design model with direct observation cells.
