Charles Tupper was born in Amherst, N.S. After attending Horton Academy he studied medicine at the University of Edinburgh (M.D. 1843) and practiced in Amherst until 1855. He was first elected to the N ova Scotia Assembly in 1855 and served as Provincial Secretary, 1856-1860, 1863-1867, and as Premier, 1864-1867.
He was instrumental in bringing Nova Scotia into Confederation and was elected to Canada's first parliament in 1867. In federal politics Tupper, besides serving as Prime Minister, held six different cabinet portfolios. He was also Canada's High Commissioner to the United Kingdom and occupied that position almost continuously from 1884 until 1896. In 1896, he returned from England and, in an attempt to solve the leadership problem in the Conservative Party replaced Bowell as Prime Minister. In the 1896 election, the Liberals were victorious and from 1896-1901 Tupper served as Leader of the Opposition.
After the 1901 election he retired from active political life and settled in England. He died at Bexley Heath on 30 October 1915 at the age of 94.

David B. Greenspan was born on May 23, 1937 at Toronto, the son of Max and Rose (Kirshenblatt) Greenspan. Mr. Greenspan received a Bachelor of Arts (Honours) degree from the University of Toronto in 1958 and a Bachelor of Law degree from Osgoode Hall in 1962. In 1968 Mr. Greenspan was Chairman of the Ontario Committee for Paul Hellyer at the National Liberal Leadership Convention held in Ottawa in April of that year. During the 1970's and 1980's Mr. Greenspan acted as counsel for several government bodies including the Special Parliamentary Committee on Election Expenses (1971) and the Federal-Provincial Task Force on Land Prices (1978). From 1986 to 1989 he was Chairman of the Ontario Housing Corporation. He was Adjunct Professor, School of Urban and Regional Planning, University of Waterloo from 1971 to 1976. From 1973 to 1975 he was a lecturer in the Urban Planning Programme, Ryerson Polytechnical Institute. Mr. Greenspan was author of "Power to Earth" (1978) and numerous articles on planning law, zoning, the politics of affordable housing and topical political issues. He has spoken at several Canadian and United States forums on such topics including land development.
